Heidi Stewart, Chief Executive of the British Pregnancy Advisory Service, BPAS, said:
“We welcome today’s decision to scrap the two-child limit — a vital and long overdue reform. This cruel and regressive policy left some women feeling forced to choose between ending an otherwise wanted pregnancy and plunging their existing family into greater financial hardship."
"Our research at BPAS found that among women seeking abortion care who would have been affected by the cap, 57% said the policy was an important factor in their decision making. The two-child limit was built on the false assumptions that all pregnancies can be neatly planned and that families can secure stable incomes for decades ahead. In reality, life is far more complex."
"We commend the government for doing the right thing and ending this damaging policy. We now urge ministers to act quickly to ensure that women facing a third or subsequent pregnancy are able to make the decisions that are right for them, and that this change begins to ease the burden on families across the country.”

About BPAS
The British Pregnancy Advisory Service, BPAS, is a charity that sees over 100,000 women a year for reproductive healthcare services including pregnancy counselling, abortion care, miscarriage management and contraception at clinics across Great Britain.
BPAS exists to further women’s reproductive choices. We believe all women should have the right to make their own decisions in and around pregnancy, from the contraception they use to avoid pregnancy right the way through to how they decide to feed their newborn baby, with access to evidence-based information to underpin their choices and high-quality services and support to exercise them.
BPAS also runs the Centre for Reproductive Research and Communication, CRRC. Through rigorous multidisciplinary research and impactful communication, the CRRC aims to inform policy, practice, and public discourse. You can find out more here.
